Sex Offender Register will help in McIntosh Case

ACT New Zealand MP Deborah Coddington today urged the politicians who express concern at the release of convicted paedophile Lloyd Alexander McIntosh to get behind her legislation to create a register of sex offenders.

"It is time for well-meaning politicians to take some action. A sex offender's register will stop predators like McIntosh from slipping into a different town under an assumed name and starting a whole new cycle of offending. It will mean we can keep track on these offenders, and will make it far harder for them to re-offend.

"Phil Goff is correct in that he cannot intervene in his release, since McIntosh was given a finite sentence. But we must not protect him with anonymity. His name has been in the public sphere for over a decade, and I refuse to give him the respect of anonymity.

"Once more the Council for Civil Liberties shows just how out of touch it is. Chairman Michael Bott says alerting the public to this paedophile's release will turn him into a social leper.

What an insult to lepers. I doubt even Mr Bott would entrust children he deeply cares about to the care of Lloyd Alexander McIntosh.

"This week's Dominion Post poll showed overwhelming public support for informing the public when dangerous paedophiles are released. Parents are entitled to information that helps them keep their children safe. If we can't lock up people like McIntosh and throw away the key, then at least we should be able to monitor them when they're released," Miss Coddington said.

McIntosh, Lloyd Alexander: Wanganui, psychiatric patient. Convicted of sexually assaulting a two-year-old baby in Wanganui. The attack left the girl fighting for her life against a chlamydia infection in her throat and urinary tract. She was raped anally, vaginally and orally. So severe was the infection that she suffered convulsions and her heart stopped in the days after the rape. McIntosh had been committed to Lake Alice psychiatric hospital in August 1989 as a special patient after he attacked a six-year-old girl in a similar way. He had a history of repetitious sexual deviancy and efforts to cure him had failed. He was described as a menace and likely to reoffend. However, he was discharged in 1993 after health professionals believed he could go back into the community. A former Lake Alice nurse claimed that McIntosh raped a male patient, sexually attacked a four-year-old girl and plotted to kill a staff member in the 18 months before his discharge. Sentenced in the Wanganui High Court in December 1993 to ten years imprisonment.
