Ministers comment on Te Puni Kokiri report

State Services Minister Trevor Mallard and Maori Affairs Minister Parekura Horomia today welcomed the release of the State Services Commissioner’s report into Te Puni Kokiri concerning events involving Te Mangai Paho (the Maori broadcasting funding agency).

The report provided a comprehensive analysis of events and actions that led to the provision of incorrect information by officials to the Minister of Maori Affairs in the course of his duties to Parliament, the ministers said.

“Ministers expect high standards from public servants. This report identifies a number of areas of concern at Te Puni Kokiri (the Ministry of Maori Development) that led to a less than adequate level of support for their responsible minister.

“These events are regretful, but we believe it is now time to move on. Te Puni Kokiri has already taken action to address the concerns outlined, and they will also be working on a new strategic plan, with the help of the State Services Commission, Treasury and the Department of Prime Minister and Cabinet,” the ministers said.

Te Puni Kokiri has set up a ministerial advisory unit, led by a senior staff member, to provide a strategic overview and coordination of support and advice to the responsible minister’s office.

Other initiatives include a project to strengthen the work in the regional offices, and a review of the Policy Wahanga, which is the policy unit within Te Puni Kokiri.
These initiatives will now be built into the development of a new strategic plan to improve the long-term effectiveness of Te Puni Kokiri.

“We’re looking forward to seeing a new and effective strategic plan in place. We also welcome the personal commitment of the chief executive, Leith Comer, to ensure a higher level of performance from the ministry now and into the future.

“The overview function of the State Services Commission will also provide an important assurance that the development and the implementation of the new plan remains on track,” the ministers said.
