OPEN LETTER - URGENT - invoking PEACE - General Assembly resolution 377A

attn: MP Tim Barnett and MP Leanne Dalziel Members of Parliament, Christchurch, Peace City.

Dear Tim and Leanne,

They say war is inevitable, and that its too late, nothing can be done.

I say nothing is inevitable and nothing survives persistant effort.

I am writing to request that you commence action within caucus, post haste, to effect the URGENT instruction to the New Zealand United Nations Ambassador to call for General Assembly resolution 377A, Uniting for Peace, to prevent a slaughter and mayhem in Iraq.

Through Resolution 337A, the General Assembly may retreat from the brink and buy sufficient time to enable the disarming of Iraq peaceably.

Your support and action may stop the inevitable consequences rendered on all souls by the breach of good governance and collective responsibility for any hostile aggression on a country that threatens no one, [and is under considerable duress should it even be so bold as to rattle its sabres] and completely constrained and contained by the United States/ British/Australian Armed Services.

377A was last used to resolve the Suez Crisis. It worked.

The "lack of unanimity of the permanent members" and deadlock of the Security Council IS the adverse and critical situation that resolution 337A was designed to address.

An illegal breach of the peace and multiple acts of aggression are about to occur which will risk lives of thousands, half of whom are young people underrepresented except by UN conventions of responsibility for duty of care and protection of which we as a nation are signatory. I insist the New Zealand administration adhere to the mandate upon which the United Nations was founded, and you should too.

I ask you personally to join the voices calling for an emergency session of the General Assembly to be convened to prevent this act of aggression and to ensure collective measures and charter responsibility to "maintain and restore international peace and security" thus preventing this war.

Dr. Thomas : To ask the Secretary of State for Foreign and Commonwealth Affairs if Her Majesty's Government will request the United Nations Security Council to authorise an emergency special session of the United Nations General Assembly under the provisions of United Nations resolution 377A(V) to deal with the diplomatic resolution of the Gulf war.

Mr. Douglas Hogg : There is no need for an emergency special session of the United Nations General Assembly to discuss the Gulf crisis. Nor is there any basis under the United Nations Charter for General Assembly action. The Security Council has fully exercised its charter responsibility for international peace and security throughout the crisis, and remains actively seized of the matter.
