SkyPath, older people’s housing and the Unitary Plan go in front of Governing Body today
The Governing Body today considered a new proposal for the council’s Housing for Older People portfolio, the recommendation to proceed with SkyPath under a Public Private Partnership and the Unitary Plan decision making process. The following is a digest of all decisions made.
The agenda is available on Auckland Council’s website and minutes will be added once confirmed. This meeting was also webcast on the council’s website and items are available on demand.
Items 1-6 were administrative items, including Acknowledgements and Achievements where councillors acknowledged the recent awards won by the Hunua pest management project, the bylaws review programme and Te Ara i Whiti Lightpath. The menacing dogs amnesty and rollout of new recycling services to 210,000 households in north and west Auckland were also acknowledged. There were no items of Extraordinary Business or Notices of Motion.

Item 8: Local Board Input
Councillors heard from Michael Wood from the Puketāpapa Local Board on its views on the Housing for Older People partnering proposal and its proposal for Liston Village.
Item 11: Adoption of the amendment to the Auckland Council Long-term Plan 2015-2025 on Housing for Older People
The Governing Body adopted the amendment to the Long-term Plan to include the Housing for Older People Partnering Policy.
This enables the council to partner with a third party Community Housing Provider (CHP) to manage the council’s Housing for Older People portfolio and seek access to government subsidies. Panuku Development Auckland, on behalf of the council, will work with the CHP to redevelop the portfolio under a framework agreement.
Consultation on this proposal was completed earlier this month and showed 61 per cent favourable support for the change. The adoption of the amendment to the Long-term Plan enables the council to formally enter into an agreement with preferred partner The Selwyn Foundation; this will come to the next Governing Body meeting for endorsement.
Item 12: Recommendations from the Finance and Performance Committee – SkyPath – Consideration of the Public Private Partnership (PPP) Proposal
The Governing Body endorsed the Finance and Performance Committee’s recommendations and agreed to proceed with the SkyPath project and the Public Private Partnership proposal.
Item 13: Unitary Plan – process for considering the recommendations of the Independent Hearings Panel
The Governing Body confirmed a two-stage process for considering the recommendations of the Independent Hearings Panel. Detailed consideration will be made by the Auckland Development Committee, followed by final decision-making by the Governing Body.
