    The references to SIGINT operations targeting Fiji signals prior to the 2006 coup will certainly give that Pacific island state's military regime cause to sustain estrangement from New Zealand – a member of the Echelon matrix, or Five Eyes group, as the USA diplomats referred to it as.

    A reference that details an HSPD-6 MOU agreement identifies the signing of an agreement between USA and New Zealand by then prime minister Helen Clark that authorised New Zealand intelligence agencies to deliver information - on fellow kiwis (and others) whom were suspected of being sympathisers of terrorism - to United States based security agencies. The NZ SIS had installed equipment, designed by the Americans, that enabled the secure transmission of this intelligence.
