Ten Year Commemoration of UN Security Council Resolution 1373

Today, the Security Council’s Counterterrorism Committee is organizing a special meeting to commemorate the adoption of Security Council resolution 1373 (2001) and the creation of the Committee.

Ten years later, UNSCR 1373 remains the UN’s signature response to the terrorist attacks on the United States and the global community more than a decade ago. The passage of the groundbreaking Security Council Resolution 1373 and the establishment of the Counterterrorism Committee (CTC) gave the international community a new counterterrorism framework. As a result of UNSCR 1373, many states have revised existing or adopted new counterterrorism laws and ratified and implemented the universal instruments against terrorism. In addition, the CTC has succeeded in identifying capacity gaps and engaging with a range of national and multilateral assistance providers to help countries receive the training or other help they need.

As we look back on the past decade, this impact and the Security Council’s responsiveness and sustained commitment to promoting the implementation of a resolution that helped build and catalyze a global movement to strengthen national and regional legal, policy, and institutional counterterrorism frameworks have been remarkable.
