ARC making progress with rates decisions

The Auckland Regional Council met for four days this week to consider its draft Annual Plan for the 2003/04 financial year.

This is the first year that the ARC rating policy will be applied equitably across the region, with the rates account going directly to each of the region’s ratepayers. In the past, the seven Territorial Local Authorities in the region have collected rates on behalf of the ARC. Legislation has driven this change.

At this stage the general rate to be charged on all properties across the region looks like it will be about $37 per $100,000 capital value. That means a ratepayer anywhere in the region with a property valued at $300,000 would be asked to pay $111 in General ARC Rates. Included in this figure are the costs associated with all of the ARC’s functions that apply to the whole region: environmental quality, provision of regional parks, heritage and regional planning for both growth and transport.

There is also a separate Bio-security rate which will be charged on land value at a rate of about $3 per $100,000 land value.

The most significant changes in ARC rates this year are in the area of specific Passenger Transport Rates and are driven by the regional consensus that an integrated solution to Auckland’s transport problems is urgently required. For this increase in rates the ratepayers of Auckland we will see the first major expenditure on the rail network for over 50 years and increased passenger transport options across the region. Passenger Transport rates are only charged on properties with access to a passenger transport service. These rates vary across the region but will apply approximately like this:

Auckland City ratepayers with access to passenger transport will be asked to contribute an additional $47 per $100,000 capital value (a $300,000 property would be rated $141.00 as well as the general and bio-security rates Tables 1 and 2 provide this information )

Manukau City ratepayers with access to passenger transport - $42 per $100,000 capital value
Papakura City ratepayers with access to passenger transport - $44 per $100,000 capital value
Waitakere City ratepayers with access to passenger transport - $56 per $100,000 capital value
North Shore City ratepayers with access to passenger transport - $35 per $100,000 capital value
Franklin District ratepayers with access to passenger transport - $22 per $100,000 capital value
Rodney District ratepayers with access to passenger transport - $33 per $100,000 capital value

Final decisions on the ARC draft Annual Plan and proposed rates will be made at a Council meeting on March 24. The ARC draft Annual Plan will be made available to the public for a consultation period from March 31 to May 3 2003 and submissions will be welcomed.
