Consent holders given more reason to
comply
Environment Bay of Plenty resource consent holders
may have even more reason soon to make sure they follow the
rules.
The regional council wants to start charging a fee
of $120 when staff have to serve an abatement notice because
of failure to meet consent conditions or plan rules.
The
fee would help cover the time it takes staff to prepare the
notice, says manager consents and compliance, Andy Bruere.
Abatement notices instruct the consent holder of the
actions they need to take for full compliance.
The new fee
is one of the proposed changes in Environment Bay of
Plenty’s Section 36 charges, which is now open for
submissions. Section 36 charges are the council’s cost
recovery mechanism for its consent processing and compliance
monitoring work, for example for dairy shed consents.
The
main changes include:
The introduction of an annual
monitoring fee for coastal consents. The
introduction of an annual monitoring fee for land use
consents for structures in the Rotorua lakes area. (Last
year, Environment Bay of Plenty took over consent work for
lake structures from Rotorua District Council.)
A small increase in the base annual charge for current
consents, from $65 to $75 excluding GST. Minor
changes to compliance monitoring fees and to consent
application fees, where actual costs have
increased,. A small reduction in charge-out
rates for staff working on consents because of changes in
the way the rates are calculated.Submissions close
