Manukau City Launches Consultation for Draft LTCCP

Manukau City Council has released the draft Long Term Council Community Plan (LTCCP) for public consultation.

A summary of the plan will arrive in mailboxes in the week after Easter and the public is encouraged to make submissions to the plan to let Council know what they think of the proposed plans for the next 10 years.

The LTCCP includes proposals to change the rating system from Land Value to Annual Value; establishing two new Council Controlled Organisations; and $1.4 billion capital expenditure over the next 10 years, including roading, the Manukau rail link, Housing for the Elderly redevelopment, and facilities for the new Flat Bush development.

Geoff Foster, Chief Financial Officer, says the proposed change of rating system from Land Value to Annual Value aims to ensure the city can successfully meet the challenges of future development.

“It is important that ratepayers have a say on how they see these proposals,” Mr Foster says.

“The proposed change to Annual Value will have minimal effects on the majority of ratepayers across the city. Although there will be fluctuations, more than 72% of residential ratepayers will see between $0 and $100 increase or decrease, and another 13% between $101 and $200 increase or decrease.

“Also, because the city has been revalued, ratepayers should be aware there would be variations in rates even if the city remains with Land Value.”

Other changes ratepayers will notice is the separate billing of water and wastewater from Manukau Water Limited, which is in the process of formation into a Council Controlled Organisation.

As well as the summary being delivered to letterboxes, Council is advertising in local newspapers and on radio to ensure ratepayers are aware of the LTCCP and to encourage submissions.

Copies of the draft plan are available in Council offices and libraries, and submissions close on 10 May, 2006.

Submission forms are in the summary, and can be downloaded from the Council’s website, www.manukau.govt.nz. Submissions will be accepted in any legible format, and can also be faxed to 262 5737.
