Subdivision road safety reviewed

Christchurch City Council will seek advice from an independent transport consultant in response to a road safety audit at the Noble Village subdivision off Yaldhurst Road.

The audit was carried out following a July 2013 request by Councillors and the findings will be presented to next week’s meeting of the Riccarton/Wigram Community Board.

Council’s Acting General Manager City Environment Terry Howes says that, as with any road safety report of this nature, a number of matters have been raised.

“All of the issues raised can be addressed and the report sets out a range of recommendations to do so. Given the nature of the issues raised and the strong community interest in this subdivision, we will seek advice from another independent transport consultant in order to best respond to the issues identified.

“I expect that, when received, the recommendations will provide some practical measures to address the issues raised in the audit report,” Mr Howes says.

The issues raised in the report which will be addressed include:
• requirements around the installation of traffic signals in an 80kph section of Yaldhurst Road
• addressing the width of the “spine” road running through the subdivision
• the situation of a roundabout just inside Yaldhurst Road
• specific cycle-related matters.

The Road Safety Audit was carried out by Beca Ltd. It is proposed that a separate, independent, transport consultant be used to advise on the Council’s response to the report.

Two resource consents have previously been issued for work on the Noble subdivision, the first in 2009 then followed by a variation in 2011. Physical work began in 2009.

Concerns about the potential for road safety issues were raised by the Riccarton/Wigram Community Board last year and the report being considered next week is a response to this.
