Committee approves plan to revitalise Avondale

The Planning Committee today approved the over-arching plan for the regeneration of Avondale with a revitalised town centre, new cycleways and pedestrian links and new quality housing and business growth.

The ‘Unlock Avondale’ High Level Project Plan draws on important work undertaken with the local community, and will be delivered by the city’s urban regeneration agency Panuku Development Auckland.

The Avondale town centre will be revitalised with new open spaces and a purpose-built community facility, including a new library.

New quality residential neighbourhoods will be built offering a mix of housing types, including terraces and apartments to help meet Auckland’s growing demand for affordable homes.

There will also be new cycleways and pedestrian links improving connections with the train station and the town centre and a retail strategy to attract new businesses.

In other business, the committee also decided to defer the decision on a Hearing Panel recommendation to change the use of the carpark at 40 Anzac Street, Takapuna to one that enables a mix of uses.

This is to allow Panuku Development Auckland to consult further with the Devonport-Takapuna Local Board as to how this process can be progressed with a report back to the Planning Committee by March 2018.

The following is a summary decisions made at today’s meeting.

Items 1-8 were administrative items except for local board input items summarised below.

Item 5: Public Input:
Marion Kohler on behalf of residents of the Herne Bay Road historic heritage area regarding a request to identify 6 Herne Bay Road as a contributing site within the historic heritage area.

Item 6: Local Board Input
Grant Gillon, chair of the Devonport-Takapuna Local Board and board members presented on the proposed change of use of the carpark at 40 Anzac Street Takapuna.

Item 9: Auckland Plan refresh: Report on targeted engagement
A summary about how feedback received from targeted engagement with partners and stakeholders has been addressed in the development of the proposed Auckland Plan was received by the committee.

There were 2600 items of feedback received from 105 stakeholders between July and October 2017 on the proposed strategic framework and the high-level areas of the Development Strategy.

Item 10: Digital Auckland Plan and approval of draft content
The committee approved phase one draft content of the Auckland Plan, so that the digital plan can be built and delivered in time for public consultation starting 28 February 2018.

Remaining draft content will be presented to the Planning Committee at the 28 November meeting for review and approval before the final draft is approved by the Governing Body on 14 November. Public consultation will run from 28 February to 28 March 2018

Item 11: Consideration of hearing panel's report on change of use at 40 Anzac Street, Takapuna
The committee decided to defer the decision relating to the change of use for 40 Anzac Street, Takapuna from a carpark to a mix of uses so as to allow Panuku to further consult with the Devonport-Takapuna Local Board as to how this process can be progressed with a report back to the Planning Committee by March 2018.

Item 12: Avondale HLPP
Panuku Development Auckland’s High Level Project Plan to ‘Unlock Avondale’ for significant urban regeneration was approved by the committee.

Panuku will be the lead delivery agency for Avondale regeneration and the Committee endorsed disposal of Auckland Council owned property at 93-99 Rosebank Road, Avondale should this site be no longer required for community facilities.

Item 13: Auckland Council's submission on the proposed Northland Regional Plan
Auckland Council’s draft submission on Northland Regional Council’s proposed Northland Regional Plan was approved. The Plan sets out policies and rules for managing fresh water, land, air and the coast in Northland and Auckland Council’s submission focuses on cross boundary approaches.

Item 14: Auckland Unitary Plan (Operative in Part) - Proposed Plan Change - Historic Heritage Schedule (Errors, Anomalies and Information Update)
The committee approved the public notification of the proposed plan change to correct errors and anomalies, and to update information for 145 already scheduled historic heritage places.

The Historic Heritage Schedule within the Auckland Unitary Plan contains over 2,200 historic heritage places with 145 having some errors identified by council staff and the public.

With many historic heritage places “rolled over” from legacy council plans some legacy errors remain and some new errors were introduced. These include, the extent of the place in maps is incorrect, duplicate entries, inconsistent legal descriptions and street addresses with the council’s property information, primary features and/or exclusions are not identified or are incorrect, and updates to historic heritage places categories.

Property owners will receive a letter at the point the proposed plan change is notified, informing them of the proposed plan change, and will be able to make a submission should they choose to do so.

Item 15: Summary of Planning Committee information memos and briefings -7 November 2017
A record of memos or briefing papers distributed to committee members over the past month which are available online in the meeting agenda.
