Lessons from the international experience & how PPPs will work in NZ

With a wide range of NZCID members speaking at this event including Kensington Swan, Ernst & Young, Cranleigh Merchant Bankers and Fulton Hogan the agenda looks to develop further thinking in the PPP space and its aplication to New Zealand.

Ben King, Executive Director in Lead Advisory Services of Ernst & Young, who specialises in Government, Infrastructure &PPPs, will speak about the legacy of success that PPPs have delivered abroad and whether that success can be replicated here. He will also talk about how PPP models have evolved and what is influencing their current development. We look at how PPPs will work in New Zealand.

John Fitzgerald, Deputy Secretary of Department of Treasury and Finance, Victoria & Chair of the Council of Australian Government's Infrastructure Working Group and Fred Tinsley, Partner, Minter Ellison, Melbourne will discuss lessons from the Australian Experience.

Canterbury is seeking applications for an innovative, collaborative initiative to stimulate local confidence and recovery - Canterbury V5

Canterbury V5 is an initiative of the Canterbury Employers' Chamber of Commerce, Canterbury Development Corporation and University of Canterbury to stimulate infrastructure or large project developments that have the potential to generate $100 million of revenue within five years and $1 billion or more within 20 years. The aims are to offer assistance to these projects, to show the extent of opportunities in Canterbury and to attract potential investors and developers to achieve the greatest possible economic impact for Canterbury.

As it is expected that the selected projects could be at varying stages of implementation, each project accepted under the initiative will receive assistance targeted to their needs. It is intended that those selected will receive some or all of the following:

- Assistance with feasibility study
- Assistance with cost benefit analysis
- Assistance with other non capital expenses that could stall the project such as RMA, consent applications, drafting services, specialty consulting such as acquisition of datasets and data analysis
- Assistance to facilitate and progress the project through the provision of a network of professional expertise and support that complements the project team including but not exclusive to specialist legal, financial, public relations, marketing, strategic planning and project management expertise. - This will be limited to a maximum of 50 days of professional services per project
- Significant public profile for their project
- Access to university expertise
- Ability to leverage the momentum created by this initiative to lobby for Central Government support alongside the V5 team and others involved in key projects

Many of these services have been offered on a pro bono basis in an effort to provide access to expertise and resources, the absence of which may delay progress significantly or prevent the project from progressing at all.
