Corrections signs Optimation-led consortium as IT
outsource partner
The Department of Corrections
has selected the OHR consortium, led by New Zealand-owned IT
specialist Optimation, as its outsource partner for the
outcomes-based provision of its Application Development,
Application Maintenance and Application Support services.
The other members of the OHR consortium are Wellington-based
IT specialists and business consultants Resultex Group and
Optimation’s global partner HCL.
Jon Cumming, Chief Information Officer at the Department explained, “The Department is undertaking a major programme of business transformation that needs to be supported by an adaptable, low-risk information technology environment. The outcomes-based outsource model OHR has developed offers a powerful way of meeting our objective of delivering significantly higher quality and robustness of service.”
Corrections has worked with all three members of the OHR consortium on previous projects, including redevelopment and enhancement of the core Integrated Offender Management System (IOMS) and a major SAP upgrade.
“OHR have extensive knowledge of our business and technical environment, along with breadth and depth of expertise across all our core application platforms. The members of the consortium have proven capability and the ability to scale, and we look forward to working with them to deliver the business and technical outcomes we require,” says Cumming.
The services OHR has been contracted to provide cover end-to-end application development, maintenance and support across four major areas:
• IOMS, which Resultex implemented and has
supported since 2005 and Optimation migrated to .Net in
2009
• the Oracle-based Data Warehouse and
Business Intelligence environment
• the SAP
environment
• public and internal web
environments and electronic content management systems
The OHR consortium draws on a unique outsource model that blends New Zealand-based and offshore resources to ensure speed-to-scale, high levels of responsiveness, and robust governance.
Optimation Chairman Neil Butler explains, “Together, Optimation and Resultex combine the strengths of our local skills, business knowledge and relationships with the global outsourcing expertise and scalability of HCL. We have found this to be a potent formula for government and enterprise organisations that want fast access to specialised resources, but also need to know there is local executive accountability and decision-making authority.”
