Statement of Preliminary Issues released for Ingenico/Paymark


The Commerce Commission has published a Statement of Preliminary Issues relating to an application by Ingenico Group SA (Ingenico) to acquire 100% of the shares in Paymark Limited (Paymark).

The statement outlines the main issues that the Commission considers important in deciding whether or not to grant clearance to the proposed merger. A copy can be found on the Commission’s Clearances Register.

The Commission invites interested parties to provide submissions by email to registrar@comcom.govt.nzwith the reference “Ingenico Paymark” in the subject line. Any submissions should be received by close of business on 4 May 2018.

The Commission has also updated its Clearances Register to reflect the indicative timeframe for its decision. We are scheduled to make a decision by 19 June 2018. However, this date may be extended as our investigation progresses if we need to test and consider the issues identified further.

Background

We will give clearance to a proposed merger if we are satisfied that the merger is unlikely to have the effect of substantially lessening competition in a market.
