"Refugee Determination: Tough decisions in tough times?"

The public office holder seminar series provides a forum for those holding positions important to the constitution to offer their perspectives on their roles. Since its inception in 1991 the Refugee Status Appeals Authority (RSAA) has made thousands of decisions on nationals from a wide range of countries seeking refugee status in New Zealand.

Despite the varying country conditions which can generate refugee flows, the percentage of appeals granted has remained relatively constant. This lecture will focus on the appeals process, the constraints under which this inquisitorial tribunal operates, and how suitable those processes are for determining refugee status in these times of heightened security and concern.

Ema Aitken has been a member of the RSAA since 1995 and was appointed Chair in November 2001.
