BOP DHB response to Health Targets
The Minister of Health’s Health Targets for quarter three 2012/13 have been released and show that the Bay of Plenty District Health Board continues to make gains.
There are standout performances by our PHOs in two of the health targets, More heart and diabetes checks and Better help for smokers to quit.
This continuous improvement, directly contributes to improved health for our population.
Of specific interest
are:
· increasing our performance in the
Heart and Diabetes Checks, and the Western Bay PHO being the
top performing PHO in the country
·
further increasing the number of 8-month-old babies fully
immunised
· further increasing the
number of people who received brief advice and support to
quit smoking both while in hospital and from their
GP
· continuing to exceed the target for
improved access to elective surgery
·
achieving 100% compliance with the Cancer Waiting times
target.
The quarter three results report on the months of January, February and March 2013.
More Heart and
Diabetes Checks
Once again we improved our
performance in the More heart and diabetes checks.
It is pleasing to see that we are performing well above the
national average of 52%, with our performance this quarter
hitting 68%.
The Western Bay PHO (WBOPPHO) continues to be the best performing PHO in the country. WBOPHO has engaged its Hapu and Iwi networks and makes it a practise to publicly celebrate the high performing GP practices at its annual awards night.
With our GPs maintaining momentum we are on track to reach the target of 75% by July 2013.
Increased immunisation
With 88% of 8
month old babies being vaccinated against the target of 85%,
this result reflects the work done by PHOs and family
practices in promoting early enrolment of babies with their
GP, bringing the family in for each immunisation event, and
providing parents with the information for informed
consent.
If babies are fully immunised at this age, they are better protected against whooping cough and other respiratory diseases that can cause serious illness. Vaccination on time at 6 weeks, 3 months and 5 months is critical for the vaccine to be effective as early as possible, when babies are most vulnerable.
We will remain focussed on ensuring babies get their immunisation on time, every time, with timeliness being the key driver for this target.
Shorter stays in the Emergency
Department
As we move into winter we have
initiated a number of actions to improve our current
performance including better matching staff to forecast bed
requirements, new streaming systems for ED triage 3-5
patients, ensuring where clinically indicated, inpatients
are discharged by 11am thereby freeing up beds for the
day’s incoming patients, and implementing the
recommendations for changes in the configuration of the
Acute Medicine team.
Improved access to elective
(planned) surgery
We have continued with an
excellent 111% performance in this target ensuring people
have access to elective surgery. Our performance exceeds
the levels agreed with the Ministry of Health.
Better Help for Smokers to Quit- changed
target
This target is that 95% of patients who
smoke are seen by a health professional in public hospitals,
and 90% of patients who smoke are seen by a health
practitioner in primary care, and are offered brief advice
and support to quit smoking.
In the Better help for smokers to quit target we have moved from 8th to 3rd place. In the previous quarter we rose from 12th to 8th .position on the league table. We have sustained excellent improvement.
The primary care sector almost doubled its performance from 44% to 82% this quarter. Contributing to this excellent result, the Eastern Bay PHA appointed a Smokefree Health Target Champion to lead their work and each GP practice has identified a designated staff member to be responsible for ensuring that their smokefree results are recorded.

We continue to meet the 100% target
for access to both Radiotherapy and Chemotherapy.
