Bills referred to select committees
The Local Government Law Reform Bill (No 2) was re-referred to a select committee for further consideration. The Local Government and Environment Committee was authorised to consider and adopt any amendments relating to the control and care of dogs.
The Health (Screening Programmes) Amendment Bill was referred to the Health Committee.
The Consumer Credit Bill was referred to the Commerce Committee.
The Telecommunications (Interception Capability) Bill was referred to the Law and Order Committee.
The Income Tax Bill was referred to the Finance and Expenditure Committee.
The Christchurch City Council (Robert McDougall Gallery) Land Vesting Bill was referred to the Local Government and Environment Committee. This is a local bill.
The Independent Police Complaints Authority Amendment Bill was referred to the Law and Order Committee.
All the above bills have the standard six-month deadline for the committee to report to the House.
The Imports and Exports (Restrictions) Amendment Bill and the Hazardous Substances and New Organisms (Stockholm Convention) Amendment Bill were referred to the Foreign Affairs, Defence and Trade Committee with reports due by 8 May 2003.

The committee’s next meeting is scheduled for Thursday, 27 February when it will hear evidence on the 2001/02 financial review of the Meteorological Service of New Zealand Limited. It will also further consider the 2001/02 financial review of Industry New Zealand, and the Rotorua District (Easter Sunday Shop Trading) Bill.
Submissions have been invited on the Consumer Credit Bill. The deadline is 3 April 2003 and the bill has a report date of 17 August 2003.

The committee met on Wednesday, 19 February and heard evidence on Petition 1999/238 of David Benson-Pope concerning transport for school children. The committee considered the 2001/02 financial reviews of the Ministry of Education, the Horticulture and Food Research Institute of New Zealand and the National Institute of Water and Atmospheric Research. The committee also considered the inquiry into decile funding in State and integrated schools and the petition of Hon Tony Ryall concerning a high school in Papamoa.
Next week the committee will meet on Wednesday, 26 February to hear evidence on the 2001/02 financial reviews of the National Institute of Water and Atmospheric Research and the inquiry into teacher education.
Finance and Expenditure (Peter Hurndell, SC-FE@parliament.govt.nz)
The committee met this week to consider further the Budget Policy Statement, and to consider the Reserve Bank of New Zealand Amendment Bill and the Auditor-General’s draft discretionary work plan for 2003/04.
Next week, the committee will meet on Wednesday, 26 February in Room G.006, Parliament House, between 10.00 am and 1.00 pm to hear evidence from the Chairperson of the Guardians of the New Zealand Superannuation Fund, to consider further the Budget Policy Statement 2003 and begin consideration on the Income Tax Bill.
Foreign Affairs, Defence and Trade (David Sanders, SC-FD@parliament.govt.nz)
The committee was referred two bills by the House yesterday. These are the Imports and Exports (Restrictions) Amendment Bill and the Hazardous Substances and New Organisms (Stockholm Convention) Amendment Bill. The closing date for submissions for both bills is 21 March 2003.
Government Administration (Lesley Ferguson, SC-GA@parliament.govt.nz)
The committee met on Thursday, 20 February to hear evidence on the 2001/02 financial review of the New Zealand Lotteries Commission. Next week the committee meets on Thursday, 28 February in Wellington to continue consideration of its 2001/02 financial review of the Building Industry Authority and inquiry into the weathertightness of buildings in New Zealand. The committee is also to consider its inquiry into the Films, Videos, and Publications Classification Act 1993.

The committee met on Wednesday this week, when it continued to hear evidence on the Health Practitioners Competence Assurance Bill, and continued consideration of the Smoke-free Environments (Enhanced Protection) Amendment Bill and Supplementary Order Paper 148.
On Thursday, it presented its reports on the petitions of David Nelson and 8550 others, Peter and Linda Stopforth, and James Pirie and 1789 others. It also presented its report on the 2001/02 financial review of the Residual Health Management Unit.
Next week on Wednesday the committee will continue to hear evidence on the Health Practitioners Competence Assurance Bill. This will be from 9.30 am to 11.30 am, in Room G.002, Parliament House, and will be open to the public. It will also hear evidence on the petition of David John Turner and 240 others, which will be open to the public from 11.30 am to 12.00 pm.
On
Friday, the committee will meet in Dunedin, where it will
hear evidence on the 2001/02 financial review of the Otago
District Health Board, and on the Health Practitioners
Competence Assurance Bill. The financial review will be
open to the public from 9.30 am to 11.00 am, and the
hearings on the bill from 11.15 am to
3.00 pm. These
will take place in the State Room, Southern Cross Hotel,
corner Princes and High Streets, Dunedin.

The committee met on 19 February to consider the Retirement Villages Bill and the Supreme Court Bill. The next meeting will be on 26 February, when it will continue consideration the Retirement Villages Bill, the Clean Slate Bill and the Criminal Records (Clean Slate) Bill.

On Wednesday, 19 February the committee travelled to Auckland for two site visits. The first was to the Institute of Environmental Science and Research. The purpose of the visit was to assist the committee with its consideration of the Criminal Investigations (Bodily Samples) Amendment Bill, which is due to be reported to the House on 17 March 2003. The second visit was to the Serious Fraud Office (one of the government departments within the committee’s terms of reference). The purpose of this visit was to be briefed on the work of the Office, to tour the facility and meet the staff.
The committee next meets on Wednesday, 26 February from 9.00am to 1.00pm to further consider the Criminal Investigations (Bodily Samples) Amendment Bill and the 2001/02 financial reviews of the Department of Corrections, the Department for Courts, the New Zealand Police and the Serious Fraud Office. The Telecommunications (Interception Capability) Bill, which was referred to the committee for consideration on 18 February, will be considered for the first time.

The committee met twice this week to hear further evidence on its inquiry into the scampi fishery. On Monday, 17 February the committee heard evidence from Barine Development Limited and Sealord Group Limited. On Thursday, 20 February the committee heard evidence from a number of other submitters who have raised concerns about the administration and management of the scampi fishery.
Next week the committee will be hearing further evidence on the inquiry, with Simunovich Fisheries Limited, Seafood Industry Council on Monday, 24 February, and Te Ohu Kai Moana, Environmental and Conservation Organisations, and the Royal Forest and Bird Protection Society on Thursday, 27 February. The committee will also hear evidence on the 2001/02 financial review of ASURE New Zealand Limited and meet a delegation from the European Parliament.
Regulations Review (Michael Wilkinson, SC-RR@parliament.govt.nz)
The committee met on Wednesday, 19 February and considered the regulation-making provisions of the Health Practitioners Competence Assurance Bill. It will next meet on Wednesday, 26 February to consider rules and draft regulations. The committee will receive a briefing from The Treasury on the amended guidelines for setting charges in the Public Sector.

The committee met on 20 February to hear evidence from the Acting Minister of Housing on the financial reviews of the Ministry of Housing and the Housing New Zealand Corporation. It also considered further the financial reviews of the Ministry of Social Development, the Department of Child, Youth and Family Services and the Residential Tenancies Amendment Bill. On 27 February the committee will meet with a European Parliamentary delegation and consider further the financial reviews of the Ministry of Housing and the Housing New Zealand Corporation. It will also consider further the Residential Tenancies Amendment Bill
Transport and Industrial Relations (Kath Henderson, SC-TI@parliament.govt.nz)
This week the committee began consideration of the Land Transport Management Bill. The committee will next meet on Thursday, 27 February. The meeting will be open to the public from 10.00 am to 10.30 am when the committee will hear submissions on the petition of Ross Sutherland and 584 others, which requests that Parliament legislate to safeguard the long-term viability of Paraparaumu Airport as a full operational facility. The committee will then resume consideration of the Land Transport Management Bill.
