Commerce (Michelle Malyon, SC-Commerce@parliament.govt.nz)

The committee met on Thursday, 11 September to further its consideration of the inquiry into the New Zealand electricity industry.

The committee will next meet on Thursday, 18 September to hear evidence on the Shop Trading Hours Act Repeal Act (Abolition of Restrictions) Amendment Bill. This hearing will be open to the public.

Education and Science (Angela Van Dam, SC-ES@parliament.govt.nz)

The committee met on Wednesday, 10 September to consider the review inquiry into Northland Polytechnic, the visit of committee to Australia (15 to 19 June), and the petitions on targeted funding for isolation.

Next week the committee will meet on Wednesday, 17 September to continue consideration of the review inquiry into Northland Polytechnic and the petitions on targeted funding for isolation.

The subcommittee will also meet on Wednesday, 17 September to continue consideration of the inquiry into decile funding in New Zealand State and integrated schools.

Finance and Expenditure (Peter Hurndell, SC-FE@parliament.govt.nz)

The committee met this week to consider the recently released Monetary Policy Statement and to hear a submission on the Taxation (Annual Rates, GST, Trans-Tasman Imputation and Miscellaneous Provisions) Bill. The Governor of the Reserve Bank of New Zealand appeared before the committee and discussed issues relating to the September 2003 Monetary Policy Statement.

Next week the committee will meet to further consider the Monetary Policy Statement.

Foreign Affairs, Defence and Trade (David Sanders, SC-FD@parliament.govt.nz)

The committee did not meet this week.

Government Administration (Lesley Ferguson, SC-GA@parliament.govt.nz)

The committee met on Thursday, 11 September to hear evidence on the Border Security Bill. It also considered the Building Bill, the Maritime Bill, and the petition to repeal the Citizenship (Western Samoa) Act 1982. The committee will next meet on Thursday, 18 September to hear further evidence on the Border Security Bill, and to begin its consideration of the 2002/03 financial reviews.

The House has referred two bills to the committee recently, with reports due by 11 December 2003 for the Maritime Bill, and 3 March 2004 for the Building Bill. The committee is calling for public submissions on both bills.

The Maritime Bill establishes a maritime security framework to reduce the risk of security incidents involving New Zealand ports and ships, thereby fulfilling New Zealand’s obligations under a new international treaty for maritime security. The bill sets out the roles and responsibilities of the Government, shipping and port industries. The closing date for submissions is 17 October 2003. Copies can be purchased from Bennetts Government Bookshops. The committee requires 20 copies of each submission.

The Building Bill provides a new regulatory framework for building work, building practitioners, and product certification and accreditation. The bill aims to ensure high quality inputs into buildings and to protect consumers. It will repeal the Building Act 1991. The closing date for submissions is 31 October 2003. Copies can be purchased from Bennetts Government Bookshops or downloaded from the Ministry of Economic Development’s website, www.med.govt.nz. The committee requires 25 copies of each submission.

Health (Catherine Parkin, SC-Health@parliament.govt.nz)

This week the committee heard evidence on the Human Assisted Reproductive Technology Bill and considered other items of business. Next week the committee will continue hearing evidence on the Human Assisted Reproductive Technology Bill. This will be on Wednesday,

17 September, in Room G.003, Parliament House, and will be open to the public from 9.45 am to 11.30 am. The committee will also hear evidence on the petition of Andy Tookey and 1169 others. This will be open to the public from 12.00 noon to 12.30 pm.

Justice and Electoral (Louise Sparrer, SC-JE@parliament.govt.nz)

The committee met this week to continue its consideration of the Supreme Court Bill. Next week the committee will consider three petitions; one of these is the petition of Lynley Hood and Dr Donald Brash and 807 others. It will also consider the Lawyers and Conveyancers Bill. The meeting is not open to the public. The committee is currently calling for submissions on two bills: the Care of Children Bill and the Lawyers and Conveyancers Bill.

Law and Order (Tracey Rayner, SC-LO@parliament.govt.nz)

The committee met this week on Wednesday, 10 September where it continued consideration of the Telecommunications (Interception Capability) Bill and the Independent Police Complaints Authority Amendment Bill. It also heard evidence on the Secondhand Dealers and Pawnbrokers Bill, and the Courts and Criminal Matters Bill.

Next week the committee will continue consideration of the Secondhand Dealers and Pawnbrokers Bill and the Corrections Bill.

The committee is calling for submissions on the Police Complaints Authority (Conditional Name Protection) Amendment Bill and the Sex Offenders Registry Bill. Submissions for both bills close on 17 September 2003. Copies can be purchased from Bennetts Government Bookshops. The committee requires 20 copies of each submission. Local Government and Environment (Marie Alexander, SC-LGE@parliament.govt.nz)

The committee met on Thursday, 11 September to consider two local bills, the Masterton District Council (Montfort Trimble Foundation) Bill and the Wellington City Empowering and Amendment Bill, as well as its inquiry into the alleged accidental release of genetically engineered sweet corn plants in 2000 and subsequent actions taken. These bills and the inquiry will be considered further on Thursday, 18 September. This meeting will not be open to the public.

Maori Affairs (Miles Reay, SC-MA@parliament.govt.nz)

On Thursday, 11 September the committee further considered its report of inquiry into the Crown Forestry Rental Trust, and visited the Office of Treaty Settlements. The committee will not meet next week.

Primary Production (Bob Bunch, SC-PP@parliament.govt.nz)

The committee met this week to give further consideration to its inquiry into the administration and management of the scampi fishery. It will meet again on Thursday, 18 September to further consider the inquiry. It will also give initial consideration to two petitions concerning the research levy about livestock flatulence.

Regulations Review (Michael Wilkinson, SC-RR@parliament.govt.nz)

The committee will meet on Wednesday, 17 September to continue its regular scrutiny of new Government regulations. This week the committee presented its report on the Complaint regarding Fisheries (Declaration of New Stocks Subject to Quota Management System) Notice (No 2) 2002. Social Services (Graham Hill, SC-SS@parliament.govt.nz)

The committee met on Thursday, 11 September to complete hearing evidence on the Families Commission Bill and consider its financial reviews of government departments. At the next meeting on Thursday, 18 September the committee will consider further the Families Commission Bill.

Transport and Industrial Relations (Kath Henderson, SC-TI@parliament.govt.nz)

Land Transport Management Bill

The committee met on Wednesday, 10 September to continue consideration of the Land Transport Management Bill. Consideration of this bill will continue next week after Question Time until 6.00 pm on Thursday, 18 September.

Civil Aviation Amendment Bill

Oral submissions began in Auckland on Friday, 12 September from 10.00 am at the Auckland Airport Centra Hotel in a meeting open to the public. This bill has a report due date of 13 November 2003.

Holidays Bill and Holidays (Four Weeks Annual Leave) Amendment Bill

The final oral submissions on these bills were heard, in meetings open to the public on Thursday, 11 September. This bill has a report due date of 1 December 2003.
