Strengthening Parliamentary Scrutiny

This week Andrew Bayly MP, Deputy Chair of the Regulations Review Committee, is attending the Australia-New Zealand Scrutiny of Legislation Conference in Perth. The conference is hosted by the Parliament of Western Australia, from 11 to 14 July 2016 at Parliament House in Perth. The theme is “Parliamentary Scrutiny, Parliamentary Sovereignty: Where are we now and where are we headed?”

This conference has been held every second year since 1980. It is a forum for parliamentary committees that scrutinise legislation and delegated legislation to meet, compare experiences, and strengthen their scrutiny function.

Delegates from across Australia and New Zealand are attending the conference, and will have the opportunity to discuss approaches to legislative scrutiny in other jurisdictions during panel discussions, workshops, and lectures. Delegates will also have the chance to hear from MPs from Fiji and Ghana.

Mr Bayly will present the jurisdiction report for New Zealand, and a paper entitled “The Evolution of the New Zealand Regulations Review Committee - Systems, Scrutiny and Complaint”. The paper highlights the work of the Regulations Review, with a particular focus on the complaints function, which is unique to the New Zealand Regulations Review Committee.

Officials from the Office of the Clerk are attending and presenting a paper on the Parliamentary Bill of Rights scrutiny in New Zealand.
