Sex Offender Commits Indecent Assaults Again While Under Supervision

Charles Neho has offended yet again against four more innocent female victims, while under the restrictions of a court imposed Extended Supervision Order (ESO). Neho had completed the Kia Marama treatment programme for child sex offenders twice while in prison and was subject to release conditions and then an ESO. This made no difference as soon after being released from prison he began his latest offending.

Justice Dunningham said Neho's offending involved him touching and kissing sleeping girls. He had caused serious harm and the victim impact statements made for distressing reading. One girl wrote: "Just because it's over physically does not mean it's over mentally and emotionally."
SST’s Scott Guthrie went on to say he couldn’t believe such a high-risk sex offender with such a lengthy history of repeat offending, would be in the community unsupervised. It is very clear that Extended Supervision Orders are not working, let alone keeping the community safe and he is calling for that issue to be addressed urgently.
Justice Dunningham imposed preventive detention with a minimum non-parole term of five years before Neho could be considered for release. Guthrie also questions why only a 5-year Preventative Detention Order was imposed and not a considerably longer sentence.
Neho would also be registered for 15 years as a sex offender, and was given a first strike warning that imposes heavier penalties on repeat offenders. ENDS
