Should we regulate car window washers?

The Land Transport (Vehicle User Safety) Amendment Bill is a member’s bill that proposes an enforcement regime against window washing.

The Transport and Industrial Relations Committee is currently considering this bill, which proposes to use the existing infringement regimes established under the Land Transport Act 1998, and the Land Transport (Offences and Penalties) Regulations 1999, as enforcement regime against vehicle window washing.

The washing of vehicle windows has been a long-standing issue in parts of New Zealand. Some motor vehicle users have been subjected to intimidation and safety hazards by groups of people soliciting money in exchange for washing car windows.

Some local authorities have already attempted to stop this practice with bylaws. However, the legislation enabling a local authority to create bylaws does not generally allow a local authority to make offences against a bylaw an infringement offence.
