1. Poloff delivered reftel points on July 11 to Alberto
Moreno, Subdirector General for Middle East Affairs at the
Spanish MFA. Moreno confirmed that Spain had received its
invitation to the donors' meeting and would have a delegation
in attendance both days. He indicated that the Spanish
delegation would be headed by Ricardo Martinez, Director
General of Cooperation for Africa, Asia and Eastern Europe,
and would also include: Moreno; the Spanish Ambassador to
Jordan; and an additional representative from the Agencia
Espanola de Cooperacion Internacional (AECI), the Spanish aid
agency. Finally, Moreno said that Spain had disbursed
approximately half (143 million USD) of the 300 million USD
it pledged during the Madrid donors' conference and
anticipated disbursing an additional 17 million USD by the
end of 2005. The Spanish aid package amounts include the
estimated monetary cost of supplemental programs, such as:
reconstruction projects, medical supplies and training
courses. The remainder of Spain's aid package, valued by the
Spanish government at approximately 140 million USD, will be
disbursed over time through 2007.
