U.S. Candidacy; Kenya Response

1. U) Poloff delivered reftel demarche November 17 to Diana
Kiambuthi, First Secretary, International Organizations and
Conferences Division, Ministry of Foreign Affairs.
Kiambuthi indicated that Kenya has been approached by other
nations seeking support for their candidacies for the IMO
council and stated that such support was forthcoming on a
reciprocal basis. She explained that Kenya is seeking re-
election to category "C" of the IMO Council. Kiambuthi
stated that she would convey our request to the relevant
authorities and to the delegation of the Ministry of
Transport and Kenyan Ports Authority currently attending
the biannual IMO council meeting in London, but asked that
we consult with our government to determine if the US will
support Kenya's candidacy.
2. On November 18, Econoff delivered demarche to Ministry
of Transport acting Director of Maritime Affairs, Ms.
Consolata Muriuki, who will attend the IMO meeting. She
also requested U.S. support for Kenya's category C re-
election, and asked for a meeting with the U.S. delegation.
Although the MFA would make the decision on Kenya's
position re the U.S. candidacy, she expected Kenya would
support the U.S.
