1. This is an action request. See para three.

2. The following candidates have been selected for participation in
the ATA - Sr. Crisis Seminar Course in Washington, USA, which will
begin on 10/20/2008-10/24/2008. Post vetting was completed on
09/21/08. Post requests that vetting be completed by 10/02/08 to
provide sufficient time for processing. Post requests the department
conduct Leahy vetting for the following candidates:

1. Name: Md. Akram Hossain
Rank: Superintendent of police
Unit: Police
Unit Location: Bogura
Date of Birth: June 5, 1968
Place of Birth: Bangladesh

2. Name: Mohammad Zillur Rahman
Rank Superintendent of police
Unit: Police
Unit Location: Moulavibazar
Date of Birth: June 1, 1970

Place of Birth: Bangladesh

3. Post requests that the Department of State authorize post to make
the following statement to the relevant DOD units: "Embassy verifies
that the Department of State possesses no credible information of
gross violations of human rights by the above named individual or
unit."

4. Post Human Rights Officer is David Arulanantham, unclass
e-mail:arulananthamdp@state.gov.

5. COMMENT: Embassy has no information to indicate these
individuals or any units they have served in have been involved in
gross violations of human rights.
