1. (SBU) DevCon Reed met with Hideki Uyama, Director of
MOFA's Second Country Assistance Planning Division,
International Cooperation Bureau to deliver the points
contained in reftel on October 22.

2. (SBU) Mr. Uyama advised that Japan shares the same views
with the United States and it is very important to extend
support to Georgia. MOFA worked to convince the Ministry of
Finance to come up with a pledge for the upcoming Donors'
conference. MOFA succeeded and the following pledges in
paragraph 3 below will be announced at the conference.

3. (SBU) Japan will extend USD 200 million to the government
of Georgia, USD 12 million of that will be non-project grant
assistance which allows the government of Georgia to purchase
commodities and equipment. Japan cannot provide funds for
budget support, so this assistance is in lieu of such
support. The rest of the pledge will be yen loans for
reconstruction and rehabilitation of the East-West corridor.
Former Japan Bank for International Cooperation has done its
preliminary study and Japan is now waiting for an official
request from the government of Georgia. Japan is also
considering technical assistance and grant assistance in the
package that will be announced at the conference. Mr. Uyama
advised that the details of this pledge will not be made
public until it is presented at the conference.
