SUBJECT: EAC MEETING - KIGALI

1. (SBU) On November 17 and 18 2008, Post convened the
Emergency Action Committee (EAC). EAC discussed the planned
nationwide demonstration in Rwanda, which is expected to be
peaceful.

2. (SBU) On November 19, 2008, citizens of Rwanda are
planning a peaceful nationwide demonstration in response to
the arrest of a Government of Rwanda (GOR) official by the
German government. It is expected travel within Kigali will
be difficult due to the scale of the demonstration. Several
schools with international students will be closed as well as
several Embassies in Kigali. The EAC agreed that the U.S.
Embassy will remain open but have granted leave to employees
who are unable to get to work due to the demonstration and
road blocks.

3. (SBU) A security notice has been sent to the Embassy
personnel recommending caution and to avoid the crowds.
