1. (SBU) The Department of State reviewed its files and found that,
as of this date, it possesses no credible information of gross
violations of human rights for the individuals identified below.
These individuals are candidates for participation in a Basic Crime
Investigation and Evidence Collection training program with the Naval
Criminal Investigative Service (NCIS) from December 3-4, 2009 in San
Fernando La Union, Philippines.

Department and not proceed with training.
