2009-2010 CONTRIBUTION REFORM BUT FAVORS CONSENSUS

1. (SBU) The GOJ fundamentally shares the USG position on
zero nominal growth (ZNG) and the need for scale of
contribution reform with regard to the IEA budget, Ministry
of Foreign Affairs Economic Security Division official Rumi
Onishi said in response to the U.S. points (ref). However,
Onishi said MOFA has not yet received budget proposals from
the IEA Secretariat, which makes a firm commitment on scale
of contribution reform difficult. Onishi suggested the GOJ
may be amenable to a consensus agreement to discuss scale of
contribution reform by early next year in order to move the
budget process forward at the December 16-17 IEA Governing
Board meeting. Onishi also identified Sweden, Norway, and
Poland as members that appear to support budget reform in
exchange for support of the proposed zero real growth (ZRG)
budget.
2. (SBU) Onishi asked if the USG intends to seek a vote on
the ZRG budget and extraordinary carry-forwards in exchange
for contributon reform at the upcoming meeting or if it would
try to develop a consensus. Emboff said he would forward
this question to relevant officials in Washington and
reiterated the talking point that the USG cannot agree to the
ZRG budget or extraordinary carry-forwards separate from a
commitment by members to scale of contribution reform.
