1. ECA/PE/V/M is pleased to provide a description of the
FY-09 MRP "U.S. Foreign Policy and Counterterrorism". Please
share this information with participants during predeparture
briefings. This project is closed to additional nominations
with 17 participants. Project team will be Ms. Janice
Brummond (BrummondJX@state.gov) and Ms. Sequita Robinson
(RobinsonMS@state.gov) of ECA/PE/V/M and Mr. Alexander Gorev
of Institute of International Education. Ms. Renee Yates and
Mr. Alan Ponikvar, English Language Officers (ELOs), will
accompany this group.

2. TRAVEL INSTRUCTIONS: All participants should arrive in
Washington, DC on Saturday, August 8, 2009. Participants
arriving on international flights at Dulles International
Airport (IAD) will be met by a MIC representative and
accompanied to their hotel. Any visitors arriving on
connecting domestic flights at either Dulles Airport or
Reagan National Airport (DCA) will not be met and should take
taxis directly to their Washington, DC hotel. Taxi fare is
approximately $20 from DCA and $65 from IAD. Visitors will
be reimbursed for these expenditures during the opening
program sessions. International departures should be
scheduled from SALT LAKE CITY, UTAH (SLC) on Saturday, August
22, 2009. Please send all flight information to ECA/PE/V/M
team Janice Brummond(BrummondJX@state.gov) and Sequita
Robinson (RobinsonMS@state.gov)with a copy to ECA/PE/V/C Kay
Yates AS SOON AS POSSIBLE.

4. SECURITY: ECA/PE/V/M has issued DS-2019s for all
approved project participants. Please notify Janice Brummond
if mission has not yet received the DS-2019 or if corrections
are necessary. Missions are requested to advise participants
that they must have original DS-2019s in their possession for
entry into the U.S. As the supporting document for the J-1
visa, the DS-2019 should be kept with the passport at all
times. Missions are also asked to arrange for any necessary
transit visas covering the dates that international visitors
will be traveling to and from the U.S. Transit visas must
not expire before the return date of travel from the U.S. to
the home country.

6. PROJECT GOALS:
-Examine current U.S. foreign policy priorities to enhance
global cooperation and coordination against terrorism and
other international crimes;

-Examine specific efforts aimed at enhancing U.S. national
security through partnerships between federal, state and
local governments, law enforcement agencies and the private
sector;

-Explore the impact of terrorist and inter-related security
threats on states and local communities; and

-Understand how citizens' concerns are reflected in U.S.
domestic and international policies on national security and
counterterrorism


7. PROJECT ITINERARY:

A. LOCATION: WASHINGTON, DC
DATES: August 10-13, 2009
THEMES: Introduction to U.S. Federalism; U.S. foreign policy
and counterterrorism strategies and challenges; U.S. criminal
justice system and inter-agency coordination

On Sunday, August 9, the group will have an interpretive tour
of Washington, DC. The official program opening will include
welcoming remarks, participant introductions and a discussion
on programmatic and administrative details of the project.
An afternoon session will provide an overview of U.S.
federalism and an introduction to the political processes and
domestic framework that guides policy formulation related to
countering terrorism and international crime. The group will
attend sessions with representatives from several offices at
the Department of State, Department of Justice, Department of
Treasury and Department of Homeland Security to explore
current foreign policy initiatives, counterterrorism
strategies and inter-agency coordination. A panel discussion
has been arranged at the Drug Enforcement Agency (DEA) and
the group will visit with members of the U.S. Secret Service
to address the roles of these specialized agencies. The
group also will meet with representatives from the Center for
Strategic and International Studies (CSIS) to obtain a 'think
tank' perspective on transnational threats. During the
Washington program the participants will be hosted at
a welcoming luncheon and have opportunities to attend
cultural events.

B. LOCATION: NEW YORK CITY, NEW YORK
DATES: August 13-16, 2009
THEMES: Investigating acts of terror; Academic programs in
counterterrorism

On Thursday afternoon, August 13th, the group will travel by
chartered coach bus to New York City. The delegates
will have the opportunity for an intra-group discussion on
Friday morning and will visit the New York field office of
the Federal Bureau of Investigation (FBI) to discuss their
investigative techniques and strategies for drawing on law
enforcement, intelligence, military and diplomatic resources
to help dismantle terrorist networks. The participants will
have a panel discussion at the Center for Terrorism at John
Jay College and some free time over the weekend for
sightseeing and cultural events.

C. TEAM CITIES
LOCATIONS: SAN ANTONIO, TEXAS and SAN DIEGO, CALIFORNIA
DATES: August 16-18, 2009
THEMES: Securing the Border and Ports of Entry; Joint
terrorism task forces; Research programs on counterterrorism

The group will divide into two smaller teams and travel to
Texas and California. Arrangements have been made with
colleagues at the offices of U.S. Customs and Border
Protection (CBP) and U.S. Immigration and Customs Enforcement
(ICE) to visit border ports of entry and detention facilities
in both locales. Participants will interact with
representatives from the Joint Terrorism Task Forces (JTTF)
in San Antonio and San Diego to observe how local, state, and
federal agencies and law enforcement personnel work together
and involve local communities and Mexican officials in their
missions in these key border areas. The local programs also
will include discussions with academics on current and
potential legal issues related to balancing security concerns
with civil justice and free flows of goods and services.

D. LOCATION: SALT LAKE CITY, UTAH
DATES: August 18-21, 2009
THEMES: Role of state and local governments in
counterterrorism preparedness and response; public-private
partnerships and the role of citizens in foreign
poliy-making; new technologies and techniques in forensic
sciences

Reuniting in Utah, the participants will have a formal
intra-group discussion to share their team experiences before
launching into the Utah program which will include
discussions and site visits with key state and local agencies
and institutions. In addition to group activities the
visitors will have a choice of appointments based on their
personal and professional interests. On Friday, August 21,
the DOS and IIE program team will conduct a final program
closing and evaluation session. Home hospitality and social
events with local hosts will be offered as well as
sightseeing in the mountains or at the Great Salt Lake.
International departures should be scheduled from SALT LAKE
CITY, UTAH on Saturday, August 22, 2009.
