1. (SBU) The Mission formally requested Government of
Nigeria support for USG reelection as a category "A" member
of the Council of the International Maritime Organization
(IMO) via September 24 Embassy Abuja diplomatic note, per
reftel. ConGen Lagos P/E Chief shared this note with
Director General Temisanren Omatseye of the Nigerian Maritime
Administration and Safety Agency (NIMASA) during October 13
call, who thanked us but offered no commitment on the GON
position. Omatseye drew attention to Nigeria's category "C"
candidacy in the same body, while acknowledging there would
be no "vote trading".

2. (U) ConGen Lagos coordinated this telegram with Embassy
Abuja.
