1. This is an Action Request. See paragraphs 2-4.
2. The Department's Office of Defense Trade Controls
Compliance (PM/DTCC) requests Post's assistance in
conducting a post-shipment check on license 050170346 for the
export of an International Traffic in Arms
(ITAR)-controlled VHF transceiver and directional gyro to
Indonesia. Post is requested to complete this Blue Lantern
inquiry within 45 days. Lack of response to a Blue Lantern
inquiry will affect pending and future licenses
involving parties to this license.
3. Reason for request: Sensitive commodities at risk for
diversion; Unfamiliar consignee (limited licensing history),
Pt. Putra Chandra Lestari (PCL); Ship to address stated on
purchase order is a freight forwarder located in Singapore
(ultimate end-user is the Indonesian Air Force); Payment
terms stated on purchase order are C.O.D. (Cash On Delivery).
4. ACTION: The Department requests that Post confirm that the
foreign end-user, the Indonesian Air Force (IAF), has
received the transceiver and gyro and that the items are
being used for the purpose stated on the license application.
In addition, the Department requests that Post make
inquiries with appropriate officials to establish the bona
fides of PCL in the transaction and its relationship with the
IAF.
