1. (SBU) EU High Representative Ashton and Crisis
Response Commissioner Kristalina Georgieva will travel to
Haiti February 28. (TF1/EUR/ERA e-mail)
2. (U) Chairman of the Joint Chiefs of Staff Admiral
Mullen met with Haitian President Preval and Prime
Minister Bellerive February 26 and said the United States
is prepared to keep troops in Haiti so long as security
for the relief effort is needed. (AP)
AMERICAN CITIZEN ISSUES

3. (U) Two U.S. missionaries will remain jailed through
at least March 2 while a judge hears testimony that is
expected to clear them of child kidnapping charges. (AP)
4. (SBU) Since January 12, 790 Haitian orphans have
entered the United States. Of those, 45 entered on
immigrant visas and the rest were granted humanitarian
parole. Additionally, approximately 70 other orphans
have been granted humanitarian parole, but have not yet
traveled to the United States. (Ops/DHS e-mail)
5. (SBU) Nonimmigrant visa operations at Embassy Port-
au-Prince have been suspended since the earthquake and
have not yet restarted. Immigrant visa operations
resumed February 3. Since January 13, Embassy Port-au-
Prince has issued 1272 immigrant visas. (Ops/DHS e-mail)
HUMANITARIAN/SECURITY/INFRASTRUCTURE

6. (SBU) Despite the loss of workers and limited access
to basic resources, including electricity, many garment
factories have re-opened. (Port-au-Prince 206)
7. (SBU) The World Food Program plans to commence a
second phase of food assistance operations in Port-au-
Prince on March 1. Assorted commodities are to be
distributed for 30 days and a two-week rice ration will
also be provided. MINUSTAH is expected to provide all
the security forces for Phase II distribution efforts.

8. (U) Media report USAID-imported rice is undercutting
prices of locally grown rice on the Haitian market. (AP)
9. (U) Relief officials have changed tack and are urging
Haiti's earthquake homeless to return to their destroyed
neighborhoods as the rainy season fast approaches. (AP)
