1. (SBU) Econoff delivered the demarche contained in reftel
to Ministry of Foreign Affairs (MOFA) Arms Control and
Disarmament Deputy Director Shigeru Umetsu and his staffer
Shoko Haruki February 22. Umetsu expressed interest in the
proposed supplemental activities, but said MOFA would need
some time to study the proposals. He expressed appreciation
for the United States' initiative in the Conference on
Disarmament, and said the GOJ greatly welcomes U.S. efforts
to make progress in that forum. Umetsu and Econoff agreed
that given ongoing discussions on supplemental activities
occurring in Geneva, it would be most effective for the GOJ
to provide any input and feedback regarding reftel proposals
there.
