Poloff delivered reftel demarche to Milan Ciganik, Director of
the Department for Arms Control and Global Challenges of the
Slovak MFA on February 25. Ciganik said that Slovakia agrees
with the U.S. perspective, and expressed appreciation in
particular for U.S. willingness to put the Fissile Materials
Cut-Off Treaty (FMCT) back on the table. Ciganik acknowledged
that Slovakia has limited ability to influence the Pakistanis,
as Slovakia does not have an Embassy in Islamabad, and in
general has closer bilateral relations with India. However, he
said that the Slovaks would do what they could in Geneva to push
for acceptance of the program of work. Ciganik was hopeful that
the NPT Review Conference this year would also motivate progress
on the previously stalemated Conference on Disarmament.
