1. (U) A Haitian judge told Reuters the two American
missionaries who remain jailed in Haiti on child trafficking
charges will be released this week. (AP)
2. (U) The six children from Children of the Promise Orphanage
traveled today to the United States. Haitian officials
prevented the children from traveling and briefly detained the
four escorts February 20. (AP)
3. (SBU) The five-day transition period from military to
commercial air operations ended February 23. Commercial
transportation will now be the primary means of travel.

4. (U) The UN reports the death toll has reached 222,500,
topping the 220,000 estimate for the 2004 Asian tsunami.

5. (SBU) The Haitian National Police (HNP) still suffer from
pressing food and shelter needs, and their budget may require
increased support from the donor community. The HNP Director
General expressed frustration over the Government of Haiti's
inability to organize and communicate a plan for displaced
citizens, noting there would be security implications for the
police. (Port-au-Prince 188)
6. (SBU) Due to improved access to fuel, the Port-au-Prince
municipal water authority is currently producing more water
than before the earthquake. (USAID Fact Sheet #39)
7. (SBU) Child protection brigades have been deployed at the
airport and border points to prevent the trafficking,
smuggling, and sale of children. The registration process for
separated and unaccompanied children has started, with 156
registered to date. (DHS NOC Report)
8. (SBU) Post confirmed local government officials restored
electricity to a camp of displaced persons outside the Prime
Minister's office and that one month's food rations were
delivered. The GOH is encouraging people whose homes were
destroyed to move outside of Port-au-Prince, allowing it to
focus on reconstruction efforts in the capital. (Port-au-

9. (SBU) The number of people who have left Port-au-Prince for
outlying departments has increased to 597,801 people from
511,405. (DHS NOC Report)
