SUBJECT: Leahy Vetting Request for Central American Intelligence
Program (CAIP), March 8-26, 2010

1. (SBU) Post requests the Department's assistance in screening
the following candidate to attend Central American Intelligence
Program (CAIP) training in Guatemala March 8 to 26, 2010, pursuant
to The Leahy Act and Foreign Assistance Act. Post has completed
its own vetting and found no credible evidence of gross violations
of Human Rights. Proposed candidate is a police officer assigned
to the Investigative Police Unit (DNIC).
