Close Vote Expected on Colombian War in US Congress

Dear Colleagues,

The Latin American Working Group, the Drug Policy Alliance, and many other human rights organizations are urging opponents of the US military intervention known as Plan Colombia to call your Congressional representative TODAY and urge support of the McGovern-Skelton amendment to cut military aid.

The Latin American Working Group writes:

"On Tuesday, July 22, the House will be debating the 2004 foreign aid bill, which contains some $600 million in mostly-military aid to Colombia. During that debate, your representative will vote on an amendment that will cut out some of the military aid to Colombia and transfer it to global HIV/AIDS prevention programs. The last vote on Colombia military aid lost by only 7 votes—we’re very close! But without your help, the amendment may lose. Please call your representative before the end of the day on Monday, July 21 and ask him or her to support the McGovern-Skelton amendment to the foreign aid bill that reduces military aid to Colombia and transfers it to global HIV/AIDS programs

"You can reach your representative's office in Washington by calling the US Capitol Switchboard at 202-224-3121 and asking to be connected with your rep's office. You should call his or her Washington, DC office if possible (if not, calling the district office is ok—that number will be available on the House website at www.house.gov). If you need to call over the weekend and leave a message, look up the office number directly by going to www.house.gov. You will get a voice mail recording and can leave your message, asking your representative to support the McGovern-Skelton amendment to the 2004 foreign aid bill."
