Review On Scheme Of Service For Lawyers And Magistrates
Minister of Justice and Legal Affairs Toswell Kaua says work on reviewing the Lawyers and Magistrates Scheme of Service, as a strategy to attract and retain them in the Public Service is to continue.
Mr Kaua made the assurance in parliament yesterday during the debate on the 2008 National Budget.
He said in 2008 his Ministry will continue to work for the adoption of graduate lawyers and student lawyers scheme to develop their interest and a small component of the review is to provide decent housing for lawyers and magistrates and hence, the increase of housing provision on the ministry's 2008 allocation.
The Justice Minister concedes that retaining of lawyers and judicial officers, especially magistrates in the public sector has always been a challenge for the government in the past years till today.
"Lawyers come after graduating and work for the government and especially in the Justice Ministry, however after gaining valuable experiences; some would move out to work in private or other non government organizations".
"We intend to develop and implement a ministry wide Human Resources Development Plan in 2008 to meet the sector's medium term capability needs," he said.
To further strengthen the Justice ministry Mr Kaua said government will recruit a Legal draftsman to cater for the needs of the government and will recruit a drafting advisor to assist in the training of the lawyers in Legislative drafting within the Attorney's General Chambers.
"With the assistance of the RAMSI Law and Justice program, government will be recruiting two people to fill two other positions in the Attorney General's Chambers to enhance the capacity of that office to render legal advice and services to the government," he said.
In addition, the Minister said his Ministry has allocated funds to repossess the land west of the High Court whose fixed term estate is owned by Solomon Mutual Corporation.
"We intend to build an office complex on the site to house our legal offices therefore enhancing our work and will reduce government spending on office rentals", he said.
