SRI LANKA: The link to the alternative report to the CAT Committee by four international human rights organisations
(Hong Kong, October 14, 2011) This report is entitled the Alternative report to the committee against torture in connection with the third periodic report of Sri Lanka. The Asian Legal Resource Centre (ALRC), Hong Kong, REDRESS Trust London, Rehabilitation and Research Centre for Torture Victims (RCT), Denmark and Action des chrétiens pour l'abolition de la torture (ACAT France) have submitted this joint report to the United Nations Committee against Torture which is due to review Sri Lanka's compliance with the Convention against Torture in November of this year.
In this 22 page report the four organisations have commented on the widespread torture practiced in Sri Lanka and the failure of the government to comply with the CAT by its failure to provide for a credible and competent investigating mechanism for the investigation of torture allegations, the government's failure to provide protection to victims by proper legislation relating to protection to the victims and also failures relating to the Attorney General's Department and the judicial process itself.
The report makes detailed recommendations for the changing of the attitudes of the government which completely disregards its obligations under the CAT.
